Dr. Churchill Tophill Bacwa

Academic Brief : Throughout my academic journey, I have been able to accumulate qualifications in the following areas (Cert Education 1993, Cert PPM 1997, Dip Educ 1999, BED 2002, MPH 2014 and a PhD (Public Health) in 2018.

Background: Dr. Churchill Tophill Bacwa is an innovative thinker who has provided an avenue for innovation and research, to elevate nascent approaches proven to offer solutions to major global health challenges in different settings. He has instituted a think tank to feed into the policy arena and to create space for critical analysis of differentiated approaches appreciating that operational environments greatly influence the results pathway and health outcomes at all levels.

Expertise: Dr. Bacwa is highly experienced strategic planner developer with a proven record to attract and mobilize resources. He has stakeholder management skills, policy development skills and the ability to translate policies into standard operating procedure (SOPs) and guidelines for implementation.

He builds winning teams through mentoring and coaching as well as promoting shared success principles. He has strong action planning skills that break down goals and objectives into time bound activities /actions with time responsibilities. He has experience from diverse areas and international exposure that is a great asset to the ministry.

Dr. Paul Mark Kayongo

Chief Executive Officer

Academic Brief: He completed his UCE from the revered St. Mary’s College Kisubi in 1989 and his UACE from Bugema Adventist Secondary School in 1992. Over the next 11 years, Kayongo dedicated himself to the mastery of accounting with study at three major tertiary institutions.

Between 1992 and 1995, Kayongo attained a Bachelor’s of Business Administration in Accounting, with his MBA in accounting from Makerere University completed in 2004.

Then between 2012 and 2013, he completed a Bachelor’s of Science in Applied Accounting from Oxford Brookes University in the United Kingdom.

On top of those academic qualifications, Kayongo added professional qualifications that further underscore his dedication to education and his accounting profession.

Kayongo is a fellow of the Association of Certified Chartered Accountants (FCCA) UK ACCA No. 1350639 majoring in finance, as of November 2017, a member of the Certified Public Accountants of Uganda (CPA) No. FM3706, as of May 2021,
and a fellow Certified Risk

Analyst (FCRA) from the Global Academy of Finance & Management Institution (GAFM), as of November 2016.

He is currently pursuing a PHD at Makerere University.

Prof Eriabu Lugujjo

Engineering Director

Academic Brief: He obtained a first-class BSc. degree in Mathematics and Physics from the University of East Africa, Makerere University Uganda (1969).

He undertook his graduate studies leading to MSc and PhD (1974) degrees in Electrical Engineering at California Institute of Technology (CalTech), USA.

He pursued his postdoctoral research (1974) at Bell Labs, New Jersey (USA) specializing in Meta-semiconductor systems using ion channeling techniques.

Background: His academic and research career has spanned over forty-eight (48) years, 38 of which he dedicated his service to Makerere University, Uganda.

In 1971, he was a founder researcher in the area of ion implantation, electron hole droplets, silicates, solid epitaxy, backscattering and channeling all of which have led to the advances in semiconductor devices technology.

Prof. Lugujjo has had a long leadership track record serving in various leadership positions as Vice Chancellor (10 1/2 years) Ndejje University, Dean (10 years) and Head of Department (15 years) at Makerere University respectively.

Academic Brief: BSc Bcom (MAK), African Private Equity Fellowship (Proparco), ACCA (UK)

Background: Dynamic business leader and strategist with cross-cutting experience in renewable energy, agribusiness, real estate, and financial advisory across East and Central Africa.

Expertise: -Financial Modeling & Investment Advisory: advanced Excel models, valuations (NPV, IRR, WACC), cash-flow forecasting, and scenario analysis.

  • Corporate Governance & Compliance: SHA drafting, regulatory engagements (URA, NEMA, Ministries).
  • Operations & Supply Chain: inventory management, S&OP processes, and centralized procurement structures.
  • Strategic Growth: ESG integration, SDG alignment, and impact-driven business expansion.

Special Tasks handled: l While working with Bid Capital Partners (August 2022 to June 2024 -still running the fund to date), I facilitated the operationalization of a revolving risk capital fund to provide targeted financial support and technical assistance to agri-SMEs in Uganda, enhancing their resilience and capacity to overcome the economic impacts of COVID-19.
